Minimum Course Content Requirement for Responsible Beverage Server/Seller

The North Carolina ABC Commission (NCABCC) requires the completion of alcohol education prior to the issuance of a temporary retail permit. Before your certification of training completion documentation can be accepted by NCABCC, you must be an approved vendor for alcohol education in NC. Please submit a copy of your complete course content to the NCABCC’s Education Outreach Section, abc.education@abc.nc.gov. All approved training courses must include the following minimum content from NC General Statute 18-B and Rules: 

North Carolina-specific laws including:

  •  Age requirements for possessing, purchasing and consuming alcoholic beverages
  • Age requirements for selling and serving alcoholic beverages
  • Acceptable forms of identification
  • Methods to detect fake, altered and imposter forms of identification
  • Dram Shop laws in North Carolina
  • Sales to intoxicated persons, including
    • Penalties
    • Prevention
    • Typical signs of intoxication
    • Methods of detecting intoxication in customers
  • Sales to underage persons, including
    • Penalties
    • Prevention
    • Methods of identifying potential underage customers
  • Hours of sale and consumption, including clearing of tables
  • Prohibited conduct on the ABC licensed premises, including
    • Drug use
    • Gambling
    • Amounts of alcohol that may be purchased by customers, G.S. 18B-303
    • Quiz and certification of completion

Upon approval, your course approval will be valid for three (3) years and must be resubmitted in order to maintain an approved status. Additionally, after receiving any notice from the Commission, you will have 30 days to update and submit your alcohol education training curriculum to reflect changes in the current ABC laws or rules. 14B NCAC 15B .0113. Minimum Course Content Requirements for Alcohol Delivery Service Training Course

 
The North Carolina ABC Commission (NCABCC) is authorized to approve training course content for individuals delivering malt beverages and/or wine to a location designated by the purchaser of the product(s), per NC G.S. 18B-1001.4. As a holder of a delivery service permit, you may choose to use the NCABCC on-line Delivery Service Training module at https://abc.nc.gov/Training or submit a copy of your complete course content to the NC ABC Commission’s Education Outreach Section, abc.education@abc.nc.gov for an approval request. If you choose to use the Commission’s course, please state so in writing. The training courses must include the following minimum content from NC General Statute 18-B and Rules:

North Carolina-specific laws including:

  • Age requirements for possessing, purchasing and consuming alcoholic
    beverages
  • Age requirements to deliver alcoholic beverages
  • Acceptable forms of identification
  • Methods to detect fake, altered and imposter forms of identification
  • Dram Shop laws in North Carolina
  • Responsibility of individual delivering alcohol
    • Handling funds
    • Conduct
  • Sales to intoxicated persons, including
    • Penalties
    • Typical signs of intoxication
    • Methods of detecting intoxication in customers
  • Sales to underage persons, including
    • Residence Hall on premise of institution of higher education
    • Penalties
    • Methods of identifying potential underage customers
  • Product Delivery: Hours, Areas, and Packaging
  • Amounts of alcohol that may be purchased by customer
  • Quiz and certification of completion
