June 10, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, June 10th, 2026, and ratified 95 hearing cases that resulted in penalties in excess of $114,000 and/or imposition of suspensions of permits for three days or more. Fines are due on or before July 6th, 2026, and suspensions begin July 10th, 2026.


The Commission determined the exemption request pursuant to §18B-1116(b) for Mountain Beverage, LLC T/A Appalachian Mountain Brewery; Modern Alchemist, LLC T/A Modern Alchemist; Laughing Hop, LLC; Craft Brew, LLC, and Hogan Holdings LLC will expire on July 27th, 2026, due to all locations transitioning to one corporate entity and the exemption no longer being needed.


The Commission continued review of an exemption order pursuant to §18B-1116(b) for Barrel’s Brewhouse 3Play LLC T/A Bootleggers & Barrels; Triple Play Oasis, LLC T/A Triple Play Oasis; Blackbeard’s Triple Play Jacksonville, NC LLC T/A Blackbeard’s Triple Play Restaurant & Sports Bar; and Billy Dale Overbee, until a future meeting.


The Commission approved a proposed ABC store location at 577 US Highway 70 SW, in Hickory, as requested by the Catawba County ABC Board. The new store will replace the existing store located at 312 First Ave. SW in Hickory.


The Commission approved a proposed ABC store location at NC-279/South New Hope Road and Lake Wylie Road, in Belmont, as requested by the Cramerton ABC Board. This new store will be the board’s third store.


The Commission proposed amendments to 14B NCAC Subchapter 15C, Section .1300 and Rules .0708 and .0715. The proposed amendments will be filed with the Office of Administrative Hearings for publication in the NC Register. Copies of the proposed amendments will be emailed to the ABC Rulemaking list and posted on the ABC Commission’s public website. A public hearing on the proposed amendments will be held at the Commission’s monthly meeting on September 9th, 2026. A public comment period on the proposed permanent rules will be open until September 14th. The Commission also authorized staff to make non-substantive changes to the proposed rules, including spelling, grammar, etc.
 

The Commission held a public hearing for proposed amendments to the rules in 14B NCAC Subchapter 15C, Sections .0800 - .1200 and Rule .0608.


The Commission directed staff to conduct a thorough study of minimum baseline pricing for spirituous pursuant to §18B-203(a)(3). The study will examine the potential public health and safety impact, the impact on overall sales and the alcohol market in North Carolina, the Commission’s legal authority to act in this area, and a potential implementation plan. A preliminary report will be returned in 30 days, and the final report will be complete no later than 14 days before the August 12th Commission Meeting.


The Commission confirmed the next monthly meeting will be held at the NC ABC Commission (400 E. Tryon Road, Raleigh, NC 27610) on Wednesday, July 8th, 2026, at 10:00 am.

May 13, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, May 13th, 2026, and ratified 139 hearing cases that resulted in penalties in excess of $166,100 and/or imposition of suspensions of permits for three days or more. Fines are due on or before June 5th, 2026, and suspensions begin June 12th, 2026.


The Commission approved updated offers in compromise for Food Lion 142, 815, 822, and One of Deez Days. The original offers were approved during the April 2026 Commission meeting.


The Commission approved an order to dispose of evidence seized in ABC Case #28036 pursuant to §18B-503.


The Commission removed consideration of ABC permit revocation for Still Life Chapel Hill from this month’s meeting agenda to review new information.


The Commission approved an exemption request pursuant to §18B-1116(b) for Crystal Coast Communications, Inc. T/A Clawson’s 1905 Restaurant; Tobacco Roses Productions, LLC T/A Backstreet Pub; Beaufort Future, LLC T/A Fishtowne Brew House; Joseph McClure; Frederick McCune; and Joyce McCune.


The Commission continued review of the exemption order granted to Bootleggers & Barrels, Triple Play Oasis, Blackbeard’s Triple Play Restaurant & Sports Bar, and Billy Dale Overbee until the June Commission meeting.


The Commission confirmed the next monthly meeting will be held at the NC ABC Commission (400 E. Tryon Road, Raleigh, NC 27610) on Wednesday, June 10th, 2026, at 10:00 am.
 

April 8, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, April 8th, 2026, and ratified 87 hearing cases that resulted in penalties in excess of $104,400 and/or imposition of suspensions of permits for three days or more. Fines are due on or before May 1st, 2026, and suspensions begin May 8th, 2026.

The Commission suspended the ABC permits for Dejavu Sports Bar in Durham, effective immediately. The permits will be revoked on April 15th

The Commission continued consideration of ABC permit revocation for Still Life Chapel Hill until the May 13th Commission meeting.

The Commission expired the dual employment exemption for Mainvine Wine, LLC T/A MainVine Wine; Belvedere Station, L.L.C. T/A Belvedere Station; and Elizabeth M. Flowers from February 2025.

The Commission made the final determination that all rules in 14B NCAC, Subchapter 15B are necessary except for .0301 and .0501. 

The Commission confirmed the next monthly meeting will be held at the NC ABC Commission (400 E. Tryon Road, Raleigh, NC 27610) on Wednesday, May 13th, 2026, at 10:00 am. 

March 11, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, March 11th, 2026, and ratified 100 hearing cases that resulted in penalties in excess of $120,000 and/or imposition of suspensions of permits for three days or more. Fines are due on or before April 6th, 2026, and suspensions begin April 10th, 2026.

The Commission suspended the ABC permits for Touchdown Sports Bar in Raleigh, effective immediately. The permits will be revoked on March 19th.  

The Commission approved an exemption request pursuant to §18B-1116(b) for Pine Top Distillery LLC T/A Pinetop Distillery; Oakview Commons, LLC; Manion Holdings, L.L.C.; and Jonathon M. Keener.

The Commission approved an exemption request pursuant to §18B-1116(b) for the Wells Brewing L.L.C. T/A Whiteside Brewing Company; TH Highlands, LLC T/A Town Hall; CMB IV LLC; Caledonia Lodging 5, LLC; Charles M. Barnwell; and David C. Perrin. 

The Commission approved an exemption request pursuant to §18B-1116(b) for the Wells Brewing L.L.C. T/A Whiteside Brewing Company; WCU Ridgeline LLC; CMB IV LLC; and Charles M. Barnwell. 

The Commission approved a proposed ABC store location at 167 Broadway Street, in Asheville, as requested by the Asheville ABC Board. This retail store will complement the existing mixed beverage store at that location.

The Commission proposed amendments to the rules in 14B NCAC Subchapter 15C, Sections .0800 - .1200 and Rule .0608. February 11, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, February 11th, 2026.

 ABC Commission staff recognized Commissioner L.T. McCrimmon and her contributions to our state in honor of Black History Month. Commissioner McCrimmon was the first African American woman to serve as Legislative Director for a North Carolina Governor under Governor Roy Cooper, and the first African American woman to be appointed as a Commissioner to the ABC Commission. 

Chairman Bauer also announced that the payment portal for ABC permit renewal and registration is open. The deadline is April 30th every year. Permittees that fail to renew/register ABC permits by April 30th must pay a 25% late fee. Any permits not registered or renewed by June 1st will be canceled, and permittees will need to fully reapply. 

The Commission ratified 90 hearing cases that resulted in penalties in excess of $108,000 and/or imposition of suspensions of permits for three days or more. Fines are due on or before March 6th, 2026, and suspensions begin March 13th , 2026. 

The Commission approved an exemption request pursuant to §18B-1116(b) for United Beverages of North Carolina, LLC T/A United Beverages of North Carolina; Hickory Entertainment, Inc.; Chan and Pam Lor T/A Steak and Sushi House; Elizabeth P. Gaither; and H. Dean Proctor. 

The Commission approved a merger approval request pursuant to §18B-703(a) for the City of Greensboro ABC Board and the Town of Pleasant Garden ABC Board. 

The Commission confirmed the next monthly meeting will be held at the NC ABC Commission (400 E. Tryon Road, Raleigh, NC 27610) on Wednesday, March 11th, 2026, at 10:00 am.

January 14, 2026

The North Carolina Alcoholic Beverage Control (ABC) Commission held its regular monthly meeting on Wednesday, January 14th , 2026. Chairman Bauer recognized and thanked former ABC Chairman Paul Powell for his service to North Carolina and contributions to this field throughout his career. 

The Commission ratified 86 hearing cases that resulted in penalties in excess of $103,200 and/or imposition of suspensions of permits for three days or more. Fines are due on or before February 6th, 2026, and suspensions begin February 13th , 2026. The Commission approved an exemption request pursuant to §18B-1116(b) for Southern Peak Brewery, LLC T/A Southern Peak Brewery; Peak City Brewing Company, LLC T/A Southern Peak Taproom and Pizzeria; Nathan Poissant; Anthony Masino; and Kenneth Michalski.

The Commission approved a proposed ABC store location at 20215 West Catawba Avenue in Cornelius, as requested by the Mecklenburg County ABC Board. This store will replace the existing ABC store located at 19701 Statesville Road in Cornelius, which will be converted into a mixed beverage ABC store. 

The Commission continued the NC Private Protective Services Board’s request until the March 2026 Commission meeting. The Commission held a public hearing for proposed amendments to 14B NCAC Subchapter 15C, Rule .0103 and Section .0700. 

The Commission approved May 13th, June 10th, July 8th, August 12th, September 9th , October 14th, November 18th, and December 9th of 2026 as future Commission meeting dates. The next monthly meeting will be held at the NC ABC Commission (400 E. Tryon Road, Raleigh, NC 27610) on Wednesday, February 11 th, 2026, at 10:00 am.
